UNICEF is inviting applications for the Knowledge Management and Advocacy Officer.

Context

The Social Policy, Monitoring & Evaluation (SPME) Network has six staff in the country office stationed in Delhi and 13 staff in the various state offices across the country. The Social Policy programme which was first designed in the current UNICEF 5 year country programme, is expected to expand its scope under the new Country Programme starting 2022, aligned to the 2022-2025 UNICEF Strategic Plan Goal Area 5 on social policy, against the backdrop of the rapidly increasing demand for social protection expertise at the level of national and state governments following COVID19, but also within the UNICEF programming sectors. The scale up in programming has implied increasing needs of iterative programming planning and monitoring, additional and more frequent results reporting, and knowledge management to document experiences, learning and share best practices. The UNV will be providing assistance to the knowledge management (KM) and advocacy aspects of the UNICEF Social Policy programme, with focus on the quality of the stated key results in the UNICEF corporate monitoring & evaluation (M&E) tools and systems, preparation of reports, enhance advocacy and partnership opportunities, as well as support the identified research, monitoring and evaluation priorities. She/he will focus on assisting the M&E Specialist under the guidance of the Chief of Social Policy, in the monitoring and results reporting of social policy interventions across 16 states. These contributions will be aligned to key strategic areas prioritized as per Social Policy programme interventions identified in the situation of children and women, and theories of change of the country programme at national, sub-national level, as well as contribute to develop technical inputs to the Sustainable Development Goals (SDG) agenda. The UNV would also be tasked to support the Social Policy programme, the Chief of SPME and output managers.

Requirements

  • Age: 27 – 80
  • Nationality: Candidate must be a national or legal resident of the country of assignment.
  • Required experience:
    • 3 years of experience in Bachelor’s degree in a relevant area, e.g. University degree in social sciences, Economics, public policy, international development, monitoring and evaluation or related field, or combination of first level degree with relevant experience;;
    • At least 3 years of professional work experience at the national and/or international level in in international development, or in project management or in communication, or other relevant programmes; experience with development organizations is an asset, as is experience working in the UN or other international development organization;
    • At least 2 years of professional experience preferred in areas of advocacy, social mobilization, communication, program planning and public advocacy and/or related areas in development organisations.
    • Experience and competency in general M&E, knowledge management products and reports drafting required
    • Excellent oral and written English skills; excellent drafting, formulation, reporting skills;
    • Accuracy and professionalism in user-friendly document production and editing;
    • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
    • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
    • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
    • Self-motivated, ability to work with minimum supervision; ability to work with tight dead-lines;
    • Sound security awareness;
    • Have affinity with or interest in Children’s rights, volunteerism as a mechanism for dura-ble development, and the UN System.
