About the Project

UNDP and District of Jajpur have entered into a partnership to ensure that Jajpur has an effective plastic waste management system based on the principles of circularity, i.e., waste minimization, value addition and material flow efficiencies in urban and rural areas. As the rural area plastic waste may not be enough for recycling, they will be tagged to Semi Urban/Urban Material Recovery Centre as envisaged by the district. Thus, UNDP to support in developing a sustainable Plastic Waste Management model by linking both urban and rural areas of the district. The project’s main objective is to support establishment a more sustainable community led approach for integrated plastic waste management and efficient recycling. To support the District administration UNDP proposes to appoint a District Project Coordinator-PWM.

Duties and Responsibilities

The District Project Coordinator will report to the Nodal Officer assigned by the district administration and the Project Manager- East, PWM Project:

Support in liaising and networking with various stakeholders, both governmental and non- governmental during the project execution in coordination with district administration team;

  • Support and organize capacity building, resource mobilization, IEC activities, build partnership and knowledgemanagement programs and required trainings related to project activities for stakeholders in coordination with district administration, particularly oversight the book-keeping; accounts and having business model approach for sustainable operations;
  • Providing effective administrative and technical support to the district administration in implementing the Plastic Waste Management Programme in the project locations of the district;
  • Coordinating in smooth implementation of project activities ensuring stated deliverables are achieved in accordance with target and SOPs.
  • Assist in monitoring and ensuring authentic data management and MIS at all level of project activities;
  • Assist in coordinating and facilitating in studies and assessments related to plastic waste management;
  • Support the design of an integrated and sustainable model for plastic waste management including forward linkages for plastic recycling;
  • Reporting monthly, quarterly, half-yearly, annual progress on all project activities;
  • Prepare and maintain documentation of project activities, case studies and best practices;
  • Assist in identifying and partnering with potential recycler in and around the district in coordination with project team;
  • Coordinate daily routine operation of the project;
  • Act as focal point for the project in the district;
  • Regular travel to project locations in the district to provide effective hand holding support to district resources;
  • Perform any other tasks assigned from time to time by project senior management and district administration.

Required Skills and Experience  

Education: 

  • Essential: Master’s degree in environment science and social science, rural management, environment engineering or related area.

Experience: 

  • A minimum of 2 years of experience in working with the Govt. and in multi stakeholder project with 1 year in Waste Management, preferably plastic waste management is required
  • Good analytical, communication, interpersonal and presentation skills on the impacts from project is essential
  • Good command of Resources Based management tools is essential
  • Strong understanding of waste management
  • IT/computing skills (minimum: Microsoft Outlook, Word, Excel, PowerPoint)
  • Ability to integrate technology into various aspects of the project for planning, rollout and monitoring
  • Acting as a team player and facilitating teamwork 
  • Domain knowledge of waste and recycling sector would be preferred
  • Experience with applied social empirical research work or business analytics is an asset
  • Tasks require diligence and detail-orientation whilst being solution- and team-oriented
  • Demonstrates openness to change and ability to manage complexities

Language Requirement:

  • Excellent knowledge of written and spoken English, Hindi and Odia is essential.
