About ASER Centre:

Established in 2008, ASER Centre is Pratham’s autonomous research and assessment unit. ASER conducts the largest citizen-led annual household survey of children in India. ASER Centre promotes a culture of evidence-based decision-making and seeks to develop and use simple yet rigorous methods to generate evidence on scale on the outcomes of social sector programs, especially education. It also aims to strengthen the link between evidence and action by building the capacity of individuals and institutions to design, conduct, understand, and communicate the results of assessments that focus on key outcome indicators.

About the program: Gurushala

Gurushala, a mobile application, is an initiative of Indus Towers Ltd. and Vodafone Idea Foundation and is implemented by Pratham Education Foundation and is also available as a website. Gurushala was launched in September 2019 offering a variety of free high-quality interactive resources including online courses on innovative pedagogies, curated digital content aligned to the school curriculum, and a networking platform for teachers across India.

About the position

The Program Manager will be responsible for the development of the assessment tools for Gurushala programs end to end. They will also work closely with various units at ASER Centre and Pratham to primarily design educational assessments for ASER Centre projects, Pratham programmes, and other external assessment projects.

Roles and Responsibilities

The key responsibilities are as follows:

  • Set up project management processes and guidelines
  • Manage day-to-day operations for the programme to ensure the inputs, deliverables, andresources are made available.
  • Prepare strategic roadmaps and implementation plans with goals and milestones
  • Identify operational bottlenecks and weaknesses, and devise resolution pathways
  • Review materials developed for the Gurushala programme to develop the Learning Outcome(LO) list and Assessment framework for each Grade and Subject.
  • Facilitate the development of the assessment tools and items: Support the program to buildhigh-quality curriculum-based assessment tools for various subjects and grades to supportstudent learning in the Gurushala app.
  • Facilitate pilot testing and review of the tools
  • Build capacity of the Interns/Item writers on assessments. Support them throughout theworkshop on assessment design and assessment item writing.
  • Actively build internal capabilities and support team members by sharing learnings,providing feedback, and ensuring their training and development.
  • Status report on a monthly/weekly basis.

Education Qualification and Experience:

  • Strong academic background from a reputed institute with a Master’s Degree.
  • Specialized training in Educational Assessment, Measurement, and Psychometrics with anunderstanding of Secondary level Math and Science is desirable.
  • Experience in teaching in a classroom setting is desirable.
  • At least 2 years of hands-on experience at a leading assessment agency including TestFramework design, Item writing, and Field Testing.
  • Excellent people management and project delivery skills, including the ability to lead a smallspecialist team, create project plans and dashboards, drive execution, manage multipleprojects at a time, and influence internal and external stakeholders.
  • Strong analytical skills backed by a pragmatic bent of mind, able to drive actionable insightsfrom data and create “easy-to-use” work products. Proficiency in M.S. Office (Excel,PowerPoint, and Word) is mandatory.
  • Candidates with experience of working using Item-Response-Theory (IRT analysis) will begiven preference.
  • Strong language skills in English and Hindi (verbal and written), and articulation (clearcommunication).
  • Be comfortable with traveling extensively to rural locations across the country, sometimes atshort notice.

Remuneration:

  • Remuneration for this position will be in the range of Rs. 40000-60000 per month.

  • Travel, food, and accommodation for work-related travels outside the base location shall be separately borne or reimbursed on actuals by the Learning with Vodafone/Gurushala programme.
