Piramal Foundation is working across 112 aspirational districts under the Aspirational Districts Collaborative (https://adc-india.org/). We are looking for program managers to lead our district-level programs in the districts of Sukma, Bastar, Dantewada, Narayanpur, Kondagaon and Bijapur. The position is based out of the respective district headquarter.

About the Opportunity

Aspirational District Collaborative (ADC)  is aimed at developing and enabling Health & Education Officers at block, district and state levels and other government stakeholders to foster changes in the community thru improvement in several indicators in their Block/District/State. ADC program also endeavors to build community’s trust in the government institutions, thereby ensuring a sustainable impact.

The Program Manager would be working closely with Program Leaders and Fellows, consolidate learnings and bring insights to drive the change process. He/She will typically lead a district in a state and is responsible primarily for co creating and executing education & health transformation strategy along with district officials.

Eligibility

  • Essential Qualification’s: Graduate/Post graduate in any discipline preference will be given to candidate from social sciences/Rural development and Management Background. 
  • Essential Experience:
    • 4-6 years of experience in operations, preferably in rural development and public health and education programmes
    • Experience of working in non-governmental organization would be preferred .

Essential Skills 

Desirable: 

  • Understanding and Knowledge of Govt. systems and processes esp. Public Education, Healthcare, Water and Sustainability Systems
  • Knowledge of Panchayati Raj system. 
  • Understanding of District Administration systems/processes and Government Schemes
  • Understanding of fund flow and expenditure at District/Block/Panchayat level.
  • Driving 2 wheeler

Must Have:

  • Team Management and leadership
  • Stakeholder Management
  • Excellent communication and presentation skills.
  • Experience in report writing, data management and presentation.
  • Willingness to travel extensively including hard to reach rural areas

Key Roles/Responsibilities

To anchor the Aspirational District Collaborative (ADC) in the district by: 

  • (a) Identifying potential collaborators (in the district) to enhance effectiveness and efficiency of various initiatives of the State/Central government for campaign roll-out and last-mile delivery. Timely data reporting and management.
  • (b) Institutionalizing delivery mechanisms through collaboration of channel partners (NGOs, PRIs, Media, Faith-based leaders (including tribal leaders), SHGs, Volunteers) and also convergence of ministries at the district administration level, towards strengthening the governance mechanism and beneficiary schemes delivery
  • (c) Co-creating a vision/goal for the districts and also providing innovative solutions to complex problems, partnering with the DA and the collaborative.
  • (d) Facilitating the change initiative in the districts in accordance with the co-created roadmap, by sensitizing and orienting the relevant stakeholders.
  • (e) Work closely with the District Collector/District Magistrate, managing expectations of the district administration and also stakeholder management, to leverage the district potential to run the programs at the field level
  • (f) Providing regular field updates in the form of data, reports, and other forms of documentation, as part of sharing best practices from the field and also capturing the progress of the programs. 
  • (g) Building a cohesive and upskilled team, support his team of PLs and GFs and build their capabilities
  • (h) Collaborating with the Internal teams by providing adequate/relevant field data and support them with insights/context for product development.
  • (i) Performance management of the district team, through periodic reviews and regular capacity-building workshops (collaborating with the Centers of Excellence)
