About the Opportunity

Sattva is working with two of the leading foundations in India towards driving a holistic state-wide transformation of the healthcare system in Bihar. The Sattva team, in collaboration with the foundations, will work very closely with the government stakeholders to drive strategic initiatives across Human workforce reform, Digitalisation of health, financing, communitisation towards improving quality of healthcare delivery.

Sattva has established a Program Management Unit to support the ACS-Health in Bihar to work with him closely in ensuring effective implementation of all planned initiatives. The Program Management team has the following responsibilities

  • Oversight of Project implementation for key initiatives-The PMU will ensure monitoring and implementation of initiatives for strengthening primary and secondary health care in the state including (but not limited to) setting up new healthcare infrastructure, strengthening hospitals and primary care centres.
  • Nodal points for specific initiatives – The nodal points will be responsible for project planning in consultation with execution agencies, design project monitoring plans/ tools for the same and collect regular updates (with data) on progress from implementing agencies. With some regular cadence, PMU will brief ACS Health about progress and challenges in implementation of these projects, and will facilitate meetings between ACS Health and concerned officials/ agencies to ensure timely implementation of projects.
  • Oversight of Digital Health Initiatives – The PMU will monitor progress of various digital initiatives rolled out by the department. This will include liaising with State Digital Health Mission (SDHM), State Health Society, Bihar (SHSB), State Health Authority (SHA) and various development partners supporting these digital health initiatives. In the first few months, the PMU will also support ACS Health in program-managing the design and establishment of the State Digital Health Mission.


  • Master’s Degree across Management, Engineering or Public Policy
  • Overall professional experience of 4 to 8 years
  • Prior experience in Consulting Industry is a strong plus
  • Must have skills and capabilities

Required Skills

  • Strong problem solving and analytical skills
  • Strong Project Management and Stakeholder Management skills
  • Experience in working with Program Management Units managing large scale programs with multiple tracks and deliverables
  • Desirable experience and expertise
  • Strong oral and written communication skills in English and Hindi


  • The position will be based out of Patna and will involve limited travel to Delhi and Bangalore.
  • There will be significant travel within the state of Bihar. We follow a robust performance-oriented approach towards remuneration.
