Position Summary

With the objective of reducing maternal, child, and overall mortality from hypoxemia related cases, WJCF is supporting the national government and the states of Madhya Pradesh, Chhattisgarh, and Punjab in improving the supply and use of high-quality oxygen services at the health facility level to ensure that hypoxemic patients receive oxygen therapy leading to improved patient outcomes. To achieve this objective, the program focuses on the following key elements:

  • Increased sustainable financing for oxygen access
  • Effective planning and strategies to manage oxygen systems
  • Affordable, efficient, and high-quality oxygen procurement and distribution systems
  • Improved clinical administration and technical management of oxygen
  • Improved data, information systems, and monitoring for oxygen access

At the national level, WJCF is supporting the Ministry of Health and Family Welfare (MoH&FW) coordinate with the health leadership at the states level to ensure availability and access to oxygen, capacity building to ensure optimal functioning and monitoring of oxygen infrastructure, and uptake of digital systems for monitoring oxygen demand and efficient asset utilization.

At the states level, WJCF is supporting the state health and facility level leadership define governance structures, ensure optimal maintenance and upkeep of oxygen assets, build capacity for efficient utilization of assets and provision of clinical care, monitoring use of and access to oxygen, and develop and leverage requisite structures and financing mechanisms to ensure sustainability.

Through this support WJCF expects to ensure access to high quality medical oxygen to manage hypoxemia, including in cases high risk cases such pneumonia; maternal, neonatal, and paediatric cases; respiratory diseases, at intensive and high-dependency units and for trauma / emergency care, while ensuring adequate preparedness to manage surge of Covid19 cases or on account of other acute or seasonal respiratory ailments.

Responsibilities

  • Support the state program leadership and the DoHFW in developing program implementation strategy, planning, and implementation of initiatives for oxygen access and health systems strengthening.
  • Undertake extensive research and develop an in-depth understanding of oxygen needs and landscape i.e., oxygen manufacturers, suppliers, users, and intermediaries; to inform program strategy and implementation at the state level.
  • Develop clear activity plans, in line with the program strategy, and support implementation of initiatives / activities at program sites.
  • Engage with and support WJCF program team, including field staff; and divisional and district-level health staff, for accomplishment of program goals.
  • Monitor and support the state program leadership and government stakeholders in identifying and bridging gaps in supply chain.
  • Generate insights on issues related to quality, composition, supply, and administration of medical oxygen and suggest corrective actions.
  • Support development of compelling presentations and reports for internal and external stakeholders, such as progress narratives, update notes, research articles, etc.
  • Reconcile parallel data sources to facilitate monitoring, synthesis, and analysis of data to draw meaningful insights. Oversee analytics, data-systems, and insight generation.
  • Support monitoring of activities, milestones, and outcomes; including tracking key outcome/impact indicators (as defined in the program logframe), tracking of key implementation activities, etc.; and identify, communicate, and recommend interventions where needed.
  • Support development of collaborative relationships with government stakeholders, technical and clinical experts, development partners, suppliers, and other relevant stakeholders.
  • Perform other responsibilities as requested by programme leadership.

Qualifications

  • Master’s/Bachelor’s degree in management, economics, public health, engineering, computer science, statistics, operations research, or allied areas
  • Minimum 2 years of work experience in private or public sector enterprise; consulting; public health
  • Excellent quantitative, problem solving, analytical and statistical analysis skills
  • Exposure to data visualisation tools such as Tableau, Power BI, etc. will be an added advantage
  • Excellent knowledge of program implementation, trainings, monitoring and evaluation methods (qualitative and quantitative), including experience of developing trainings and monitoring and evaluation plans, tools, training materials, reports, and summary forms
  • Ability to develop new and manage existing relationships with multiple stakeholders
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
  • Experience structuring and leading evidence-based decision-making processes
  • Excellent structured oral and written communication ability
